Title: Dying versus actively alive

Why are some Clubs , societys or uniform unit somewhat dying or somehow actively alive??
let me give you some examples, scouts and PBSM are so active whereas Kadet polis just #$d%@. Look at the computer club in big contrast to the mathematics and science society!
And I think it all goes down to the leader or president of the society or clubThe activities of the club must also be fun and exiting as people will join right??
